Preface
Purpose
- The Manual of Air Traffic Control contains procedures, instructions and information that are intended to form the basis of Air Traffic Services within the Hong Kong Flight Information Region.
- Control of air traffic is based on the provision of Article 64 and Schedule 14 (Rules of the Air) of the Air Navigation (Hong Kong) Order 1995
Introduction
- Nothing in this Manual of Air Traffic Control shall prevent controllers from using their own discretion and initiative in a particular circumstance.
- Unless otherwise stated, ICAO Standard and Recommended Practices shall be used whenever appropriate.
- To avoid the duplication of material in this document, refer to the relevant ICAO publication for details of ICAO Standard and Recommended Practices, the Hong Kong AIP for airport and airspace information, the Letters of Agreement for procedures with adjacent ATC units and the Air Navigation (Hong Kong) Order 1995.
